Thank God for the BB Rotj line. It was a horrible line for not having anything new but it helped me to play catch up with a lot of base figures. That said, Derek Powers was made from the Joker from that line. The shirt details were dremeled off and then replaced with epoxy putty.

 The head was popped off and replaced with an original milliput sculpt. The Milliput was wrapped around the neck peg of the figure while sculpting so the figure can have neck articulation.
