This is one of those customs that have been lying around in limbo for a long time.  The figure used to be Riddler with the pectorals and waist dremeled away and smoothed down.  The head is made from super Sculpey and the hat was donated by the Mad Hatter. The heeled feet came from a Talia figure.  And the nightstick came from a Harry Potter wand and a ball joint glued on top.  The rest of the costume details were epoxy putty.
