Pete here used to be the skinny dude from the Army Men line of figures. His name escapes me but he carries a minesweeper. Anyways, I repositioned the left arm, gave him a pot belly and shorts, and changed his boots around with the help of epoxy putty. The yellow trim on his costume is made from plastic twisty ties, the skull and lightning bolts are cut from sheet styrene. The head was replaced with an original sculpt made from Super Sculpey.  

This is one of those projects that I consider a work in progress. For the life of me I couldn't figure out what to use for his antennas and by now I think I've lost interest.
